- Tweak for showing seconds on clock on 24H2 as was added as native feature of OS a while back so no need for our code too
- Tweak to limit the maximum number of rows of a taskbar on initial load just in case bad values were saved after a res change.

- Resolved issue with some third-party apps which dock bars to the side of the screen especially when the taskbar is at the top.
- Targeted fix to resolve isolated issue with vertical taskbars not showing thumbnails for some customers
